Qiddiya Investment Company (QIC) is driving the development of Qiddiya Saudi Arabia’s Capital of Entertainment, Sports and the Arts. Qiddiya is located south-west of Riyadh on a site that spans 334 Phase one is set to open in 2023. 
Visitors will enjoy activities across five cornerstones: Sports & Wellness; Nature & Environment; Parks & Attractions; Motion & Mobility; and Arts & Culture. Development of these areas will give rise to family-friendly theme parks; sports arenas suitable for international competitions; academies for sports and the arts; concert and entertainment venues; racetracks for motorsport enthusiasts; outdoor and adventure activities alongside nature and environment experiences; and historical, cultural and educational activities. Qiddiya will also include a variety of real estate options and community services.

General Summary

Lead Training and Development rules, guidelines, procedures for ongoing and future training initiatives for Saudi staff and prepare the consolidation of currently decentralized training initiatives into the potential future Qiddiya Academy.


Essential Duties and Responsibilities

  1. Support the Executive Director T&D in the development of the Training and Development strategy to achieve QOC’s strategic objectives.
  2. Enforce the implementation of Training and Development policies, processes, procedures and controls, ensuring consistency in the delivery and application of training standards across the business.
  3. Assist the Executive Director, T&D in the development of Training and Development budget in alignment with the organization budgetary requirements to allow effective delivery of desired objectives.
  4. Execute the organization of training for later employment by QOC operators at the different stages in “pre-recruitment, pre-opening and on-boarding, opening and orientation, continuous learning”, as part of the overall direction established by the department leadership including the potential creation of Qiddiya Institute.
  5. Manage approved existing partnerships with both local private and public entities that support the training efforts for high quantity local workforce retention.
  6. Manage approved existing partnerships and propose potential future partnerships with overseas entities to offer training opportunities / secondments for pre-opening for both entry level and senior staff
  7. Execute the approved education and training strategy and offer suitable programs in coordination with relevant institutions including short courses, certificates, diplomas, bachelor’s degrees, leadership tracks, etc.
  8. Manage the development of customized induction programs that promote the Qiddiya culture and target the organization’s strategic and operational objectives.
  9. Propose the initiation of new training programs and initiatives in consistence with Education and Training Department policies, rules, guidelines, procedures and standards.
  10. Oversee curriculum, programs, material, documentation and “Learning path” for all learning and development initiatives, across all needed functions, in collaboration with all involved partners and in accordance with the T&D Department’s rules and regulations, processes, procedures and controls.
  11. Manage the achievement of his/her team’s objectives through effective leadership by setting individual objectives, managing performance and developing his/her team to maximize performance.
  12. Provide overall direction and guidance to mentor, coach, motivate and challenge his team providing opportunities for growth and development within the team.


Job Specification



  • Master’s degree in Education Management, Human Resources or related field.
  • Master’s Degree in Business Management or related field preferred.

Professional Certifications

Years of Experience

12-15 preferred total years of relevant experience, the majority of which should be in education or training management.
